I am attaching as part of this blog post the pertinent pages from the Farm Service Agency Handbook 6PL dealing with the average gross income rules related to the Emergency Commodity Assistance Program (ECAP).

These pages also include the sample letter that CPAs, Attorneys, and Enrolled Agents can prepare to be included with Form CCC-943. CPAs typically should prepare the letter since our AICPA ethics require us not to certify the information and AICPA and FSA had previously worked in the past to come up with the sample letter for AGI and now average gross income exceptions.

If any office gives you pushback on preparing the letter and not signing the form, then simply providing a copy of page 8-79 of the handbook should be sufficient. The sample letter is on pages 8-80 to 8-81.
