No 2025 PLC Payment for Oats — but the ARC-CO Side Will Likely Pay

There’s no PLC payment for oats for the 2025 crop year. The final marketing-year average price landed at $3.23, above the $3.05 effective reference price — so PLC pays nothing.

$3.05 effective reference − $3.23 final MYA = −$0.18, floored at $0

Oats cleared the reference price by 18 cents, so PLC is zero. But as with barley, that’s only half the story — for 2025 the program pays the higher of PLC or ARC-CO automatically, and the ARC-CO side of oats is a very different picture.

ARC-CO starts from a higher price. ARC-CO uses the oats benchmark price of $3.84, not the $3.05 PLC reference. That $3.84 drives both the guarantee and the cap. Take a county with a 100-bushel benchmark yield:
