USDA Increases ECAP Payment to 99%

USDA announced today the details on the final payment under the Emergency Commodity Assistance Program (ECAP).

Congress authorized $10 billion of economic relief with the American Rescue Plan passed in December 2024. USDA elected to pay 85% of the calculated payment to producers starting in April. USDA then allowed certain farmers with some prevent plant situations to apply about two months ago.

The announcement today indicates the final payment will not be 15% but rather 14%.

For example, if a farmer received $75,000 initially, the true-up payment will be $12,353 instead of the maximum payment of $13,235.

Farmers who have already applied for ECAP will automatically be paid the final payment likely early next week (especially if the government shuts down).

Any farmer who signs up after September 25, 2025, will get one lump sum payment.
