The Emergency Commodity Assistance Program (ECAP) allowed farmers to get an extra payment limit if more than 75% of their “gross income” was from farming. For many farmers, this made it much easier to qualify for an extra payment.
However, the average gross income calculation was only for ECAP. There is also the confusion with them using the exact same initial - AGI which stands for average gross income under ECAP but adjusted gross income for all other programs including SDRP.
For SDRP, AGI is back to the old adjusted gross income calculations and nothing in the One Big Beautiful Bill changed this definition. Therefore, for SDRP you will need to have “net income” from farming in order to qualify for an extra payment. You will continue to use adjusted gross income for all programs in future years unless Congress specifically changes it to average gross income.
