ERP Phase 2 to put it politely has been not well received by farmers. Unlike Phase 1 where USDA did all of the calculations for the farmer and then issued a check in quick fashion, farmers who relied on Phase 2 have a very complicated calculation and then have to wait for USDA to do their calculations before any payments are made.
